Samme gjelder for Skype.

Hi Riko Kaiten,
Welcome to Microsoft Answers!
I would suggest you to give the permission to those processes and check if that works.
1. Open Task Manager. Go to the Process Tab.
2. Right click on the GoogleToolbarNotifier Process and click on Properties.
3. Click on the Security Tab and then click on Edit.
4. On the Permissions window click on the Add button to open the Select Users Group or Groups window.
5. On the Select Users or Groups window you can enter the usernames of the accounts you want apply the restrictions.
6. Select your username and set the permissions to deny/allow by checking the checkbox under the deny/allow option.
7. Click on Apply and then Ok.
Repeat the steps for the other processes which you would like to terminate.
If this step did not work, I would suggest you to try uninstalling and reinstalling the applications.
Hope this information is helpful.

I'd hate to disagree with an answer from a Microsoft Support agent, but clicking on the properties of a process through Task Manager is the same as going to the properties of the file itself. The permissions are set on the file (not the process); Your information is therefore, sorry to put it so bluntly, invalid and useless.
