ACTA har bare blitt signert, og de forskjellige EU landene, og andre land vil stemme om de skal innføre ACTA i den signerte formen.
Endelig vedtatt er den ikke, men når så mange representanter signere, så er det tydelige indikasjoner på at dette kommer til å bli vedtatt.
EU-kommisjonen er et representativt demokrati. Det er ikke slik at 22 av medlemslandene signere en slik avtale uten at den blir vedtatt.
Representatives from the European Union and 22 member states -- including the UK, Austria, Belgium, Bulgaria, Czech Republic, Denmark, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, Poland, Portugal, Romania, Slovenia, Spain and Sweden -- attended a ceremony at Japan's Ministry of Foreign Affairs. The five remaining member states -- Cyprus, Germany, Estonia Netherlands and Slovakia, are expected to sign up soon.
The EU now joins other signatories Australia, Canada, Japan, South Korea, Morocco, New Zealand, Singapore and the US, who signed up to the treaty in October 2011.

Vil det være dumt å laste ned fra bukta etter at ACTA ble signert?
Bukta vil nok ikke eksistere, da ISP'er teoretisk sett kan tvinges til å nekte deg tilgang til sider som har denne type innhold.
What are the penalties for breaching the trade agreement?
The particular criminal sanction is up to the signatories, but it will mean prison and large fines for companies that that are accused of copyright piracy on a "commercial scale" (explained in more detail further down). This could mean any website found to be hosting pirated content that has a large audience or even those companies deemed to be "aiding and abetting" copyright infringement, which could extend to ISPs, but not necessarily to the average individual at home using Bittorrent to download a song.
